Almost every school in Japan has uniforms, be it the classic sailor uniforms or the other blazer type. That's just how people in Japan define young innocent girls.

In America. most schools don't have uniforms so most people recognize young girls by their facial features, thereby making more girls using make-up and other things.

By associating something general, like a uniform, to identify girls at a certain age, it becomes something easily recognizable to associate with certain aged girls.

Here's another fun fact about those uniforms. They were standard even before WWII. They were based from naval uniforms where the girls were based on enlisted men uniforms and the boys uniform was based on officer uniforms. They wanted to emulate other developed countries in order to modernize their economy. They followed the designs of British school system, currently the best naval power at the time.

It's because as men we came into puberty generally in school so the school girl thing simply reminds us of the first horny thoughts that we got while paying more attention to the hot girls in class since most of us didn't have hot teachers.

To me the allure of the school girl is that they're so sexy and cute:love:, and being anime makes it acceptable (to me) to love them, even though they are depicted to be under-age.
